Azerbaijani President Ilham Aliyev stated that the country must be "ten times stronger" than Armenia "every day," explaining this by the need to maintain military superiority even after the initialing of a peace agreement between the two countries. He outlined his position on October 2 at the 8th Congress of the ruling New Azerbaijan Party in Baku.
Ingushetia, Chechnya, and Dagestan rank among the Russian regions with the highest shares of overdue loan debt. Data for the second quarter of 2026 comes from a study by the "For Borrowers' Rights" project—part of the "People's Front" (Narodny Front) civic movement—with findings published by Readovka.News.
The highest share of overdue loans was recorded in Ingushetia at 25.9%. Local households' average savings amount to 6% of their monthly income.
In Chechnya, the share of overdue debt reached 16.1%, while savings stood at 4.9% of average monthly income. In Dagestan, these figures were 14.8% and 9.6%, respectively.
North Ossetia-Alania and Karachay-Cherkessia also appear in the study. The share of overdue debt in these regions was 10.7% and 9.9%, respectively. Notably, household savings in Karachay-Cherkessia reach 19.7% of average income.
Nationwide, the share of overdue debt rose from 4.6% to 4.7% over the quarter. The volume of problem loans held by individuals increased from 1.67 trillion to 1.76 trillion rubles. At the same time, funds held by Russians in bank deposits grew by 1.4%, reaching 74 trillion rubles.
