A new criminal case has been opened against the former deputy of the Ingush parliament, former head of the regional Social Insurance Fund (FSS) Yakub Belkhoroev, who was previously sentenced to 9 years in prison for embezzlement on an especially large scale. According to the investigation, while managing the FSS, he embezzled more than 13 million rubles from the budget as social payments to his relatives. Allegedly, they suffered as a result of traffic accidents and industrial accidents, which in fact did not happen.
 
In 2022, the Moscow City Court sentenced Yakub Belkhoroev to imprisonment for 9 years. He was found guilty of embezzlement and misappropriation of budget funds and illegal arms trafficking.
 
The investigation established that in 2015, Belkhoroev provided the regional branch of the Fund with false documents to ensure insurance, allegedly in connection with an industrial accident. On this basis, he stole 5 million rubles. In addition, the deputy, acting in collusion with other persons, instructed his subordinates to assign fictitious payments to his accomplices. Thus, the Social Insurance Fund lost 18.3 million rubles.
 
According to the Investigative Committee, Belkhoroev illegally stored a pistol and ammunition on the territory of his house. He was called an influential member of the Ingush religious clan of Batalkhadzhintsy. The investigation attributes the murder of the head of the Center for Combating Extremism of the Ministry of Internal Affairs in Ingushetia, Ibragim Eldzharkiev, to them in 2019.
