To compile the ranking, researchers considered residents' income levels relative to the cost of a fixed basket of goods and services. They also factored in the volume of bank deposits per capita, the share of the population living below the poverty line, and the number of families able to afford a mortgage-financed apartment. Another indicator used was the proportion of residents earning more than 60,000 rubles per month.
