Human rights activists achieved treatment for a prisoner from Ingushetia in an Astrakhan colony

On May 16, the Nazran District Court imposed a fine on two Astrakhan colonies - IK-8 and IK-10 - for failing to provide the requested materials on disciplinary proceedings against prisoner Abdul-Malik Albagachiev. According to human rights activists who went to court, he was denied treatment and was wrongfully placed in a punishment cell.
A native of Ingushetia, Abdul-Malik Albagachiev has been serving a 9-year sentence since 2018 on charges of participating in an illegal armed group in Syria and selling explosives. According to him, during the investigation he was tortured by employees of the Ingush Center for Countering Extremism. By extorting a confession, the security forces seriously undermined the prisoner’s health, reports the human rights organization Public Verdict. His jaw and nose were broken, he suffered from headaches, and then began having epileptic attacks.
In addition, Albagachiev has a metal plate installed in his collarbone, which should have been removed long ago, but prison doctors did not give a referral for surgery for several years. Lawyer Irina Biryukova and lawyer Dmitry Yegoshin, collaborating with the Public Verdict, achieved a prosecutorial audit, which revealed violations in the actions of doctors. Albagachiev was given a referral for surgery to remove the plate and prescribed treatment for epilepsy attacks.
In addition, lawyers are appealing the placement of Albagachiev in a punishment cell and EPKT - a single cell-type room. This is the so-called prison within a prison, where prisoners are sent as a severe disciplinary measure for active disobedience to the internal rules of the correctional institution.
Before being transferred to IK-10, Albagachiev was kept in colony No. 8. According to his mother, there, too, he was constantly subjected to unreasonable disciplinary sanctions. The colony staff threatened to leave him in the PKT until the end of his sentence.
The prisoner’s mother, Marzhan Albagachieva, contacted human rights activists in November 2022. She said that she has no contact with her son after his placement in the FCT, and he also does not receive legal assistance. In 2018, his defense managed to get a criminal case opened for torture at the Ingush Center “E”, but they do not know how the investigation ended.
