All previous constitutional referendums in Armenia did not reflect the will of the people. This was announced by Prime Minister Nikol Pashinyan. According to him, there should be an "organic connection" between the existing legal order and the people.

Pashinyan intends to hold a referendum on the adoption of the new Constitution in 2027, and possibly earlier, in parallel with the parliamentary elections in 2026.
In January, the Prime Minister of Armenia published his proposals for achieving peace with Azerbaijan. Among other things, he indicated the dissolution of the OSCE Minsk Group (which includes Russia) and the conclusion of a peace treaty.
