The cheapest housing in new buildings in Russia is in the North Caucasus

In the 2nd quarter of 2025, the North Caucasus Federal District (NCFD) still distinguished itself with the most affordable apartments in new buildings in Russia.

According to a study by the PromRating agency, Ingushetia leads with the lowest average price per square meter of housing (RUB 57.7 thousand). Kabardino-Balkaria (RUB 68.3 thousand) and Karachay-Cherkessia (RUB 78.2 thousand) took second and third places, respectively.

North Ossetia (RUB 83.9 thousand) and Chechnya (RUB 90.9 thousand) also made it into the top ten. At the same time, Stavropol Krai and Dagestan, which were previously in the top 10, demonstrated the largest increase in prices per square meter compared to 2022.

In Russia as a whole, the average price on the primary housing market was 205 thousand rubles per square meter (+1.6% compared to the first quarter of 2025).
