In Kabardino-Balkaria, a deaf man, Shakarbai Pashshaliev, was fined 30 thousand rubles for "discrediting" the Russian army. The reason was a video in his WhatsApp status containing the word "war".

The court ignored Pashshaliev's disability and the fact that he could not hear the word "war". He was found guilty.

Human rights activists emphasize that convicting a person who is not aware of the offense being committed is contrary to the law. They also note that the word "war" in relation to the conflict in Ukraine is used even by high-ranking officials, including President Putin.
