Georgian authorities have refused to resume the investigation into the murder of ethnic Chechen Temirlan Machalikashvili. Special forces broke into the cells of pre-trial detention center No. 1 in Rostov and forcibly shaved off the prisoners' beards, accompanied by humiliation, insults, beatings and the use of electric shockers.
