A staff member at a pretrial detention facility in Almaty, Kazakhstan, regularly subjects Chechen native Mansur Movlaev to verbal humiliation, threats, and psychological pressure, including on the basis of his ethnicity. He reported this in a letter to his lawyers while awaiting a decision on his extradition case to Russian authorities.
In the letter, Movlaev stated that one of the facility's employees repeatedly made provocative and offensive remarks regarding his ethnicity, emphasized his "foreign" status, and resorted to threats. He also noted that this employee, in violation of established procedures, repeatedly visited his cell, first turning off the video recorder. Mansur has appealed to the competent authorities to investigate these allegations.
The letter emphasizes that many inmates and staff at the facility are aware of Movlaev's situation, the risk of extradition, and the difficulties he has faced.
"I have been deprived of the opportunity to see my family for over a year, so any moral support is extremely important to me," he added.
As a reminder, Mansur Movlaev was detained in Chechnya in 2022 and unlawfully imprisoned, from which he managed to escape. In January 2023, he moved to Kyrgyzstan. In August of that year, while wanted in Russia on charges of financing extremism, Movlaev was arrested in Kyrgyzstan.
In May 2025, he was detained in Kazakhstan for extradition. On January 30, 2026, it was announced that the Prosecutor General's Office of Kazakhstan had approved his extradition to Russian law enforcement agencies, but Movlaev's defense team appealed the decision. In February, the Supreme Court of Kazakhstan temporarily suspended the extradition pending the review of his asylum application. On June 3, Mansur Movlaev reported the abduction and violence against his brother in Chechnya, and on June 6, it became known that his parents had disappeared.
