Pashinyan reiterated that there is no need to amend the Armenian Constitution

The new peace between Armenia and Azerbaijan marks one month and 22 days today. Prime Minister Nikol Pashinyan emphasized this during his speech at the Parliamentary Assembly of the Council of Europe. He stated that peace must be nurtured "so that it grows, strengthens, and bears fruit throughout the South Caucasus region."

Additionally, speaking at the PACE, Nikol Pashinyan emphasized that there is no need to amend the Armenian Constitution to conclude a peace agreement with Azerbaijan.

"Why not? You know? Azerbaijan claims that the Armenian Constitution contains territorial claims against Azerbaijan, but in September 2024, the Constitutional Court responded to this. Reviewing the regulations governing the joint activities of the Armenian-Azerbaijani demarcation commissions, the Court ruled that the Armenian Constitution contains no territorial claims against any country."

Baku previously stated its readiness to sign a final peace treaty with Armenia only after the reference to the Declaration of Independence, which mentions Nagorno-Karabakh, is removed from its Constitution. Yerevan, for its part, emphasizes that constitutional amendments are possible, but not at Baku's request.

Billionaire and former Nagorno-Karabakh state minister Ruben Vardanyan, sentenced in Baku to 20 years in prison, rejected the legal force of the ruling and dropped his appeal. His family explained that this decision stemmed from the fact that, in their view, the trial was a "staged performance" rather than a proper trial: the hearings were held behind closed doors, without access to independent observers, and the prosecution's motions were ignored. The full text of the verdict was also not released.
