The Council of Europe Committee for the Prevention of Torture, Inhuman or Degrading Treatment or Punishment has issued a statement concerning Chechnya.

On July 9, 2001, a rally of local residents continued in the village of Kurchaloy, outraged by the actions of the Russian military during the last “cleansing”.

On the morning of July 8, 2001, a conscript soldier appeared in the village of Tsotsin-Yurt. Having informed the local residents that he had left the military unit stationed on the outskirts of the village, he asked them to give him some food and help him get to the regional center.

On July 7, 2001, at dawn, the village of Chiri-Yurt was blocked by the Russian military, presumably from the 205th motorized rifle brigade of the RF Ministry of Defense.

Alexander Mikhailovich Lyuboslavsky, editor-in-chief of the All-Russian magazine of regional human rights organizations "Protection of Human Rights and Freedoms" joined the hunger strike, started by the forced migrant from Chechnya Makhmud Abdulshaidov and then acquired a mass character.

On July 5, 2001, in the village of Roshni-Chu, the day before, blocked from all sides by armored vehicles and troops, a "cleansing" operation began. Employees of Russian and republican law enforcement agencies took part in it.

On July 4, 2001, at about three o'clock in the city of Urus-Martan, officers of the Russian law enforcement agencies tried to detain an employee of the Zavodskoy District Department of Internal Affairs in Grozny, Timur Nuradievich Yasaev, born in 1975, who was spending the night at his mother's house (24, Kirov Street).

On July 3, 2001, on the outskirts of Assinovskaya station, an armored personnel carrier was blown up by a landmine. According to official data, the position of the federal forces was fired upon, one policeman was wounded.

Early in the morning, units of the federal forces began a "cleansing operation" in the village of Sernovodsk. According to the official version, its purpose was "to detain the militants who had staged an explosion of a UAZ car, as a result of which five policemen from Kemerovo were killed."
